What is the NYC Energy Conservation Code (NYCECC)?
The New York City Energy Conservation Code (NYCECC) establishes minimum energy efficiency standards for buildings in NYC. It covers: building envelope (walls, roofs, windows, doors), mechanical systems (HVAC, hot water heating), electrical power and lighting, and service water heating. NYCECC is based on the International Energy Conservation Code (IECC) with NYC-specific amendments. As of 2022, NYC adopted the 2022 NYCECC, one of the most stringent in the country. Compliance is required for new buildings, additions, and significant alterations.
What is COMcheck and when is it required?
COMcheck is a free software tool developed by the U.S. Department of Energy that allows designers to demonstrate compliance with the IECC (and thus NYCECC) for commercial and mixed-use buildings. A COMcheck compliance report is typically required for: new commercial construction; commercial additions; significant commercial renovations affecting more than 50% of envelope, mechanical, or lighting systems. The report is submitted as part of the DOB plan examination package. Without a COMcheck report (or alternative compliance documentation), the plans examiner will issue an energy code objection.
What are the key envelope requirements under NYCECC?
Envelope requirements include: maximum U-values for roofs, walls, floors, and slab edges (lower U-value = better insulation); maximum Solar Heat Gain Coefficient (SHGC) for windows (limiting solar gain in summer to reduce cooling loads); minimum insulation R-values by assembly type; fenestration (window) area limits as a percentage of wall area; mandatory continuous insulation in certain assemblies to avoid thermal bridging; and air infiltration control requirements (including blower door testing for certain residential projects).
What mechanical system requirements does NYCECC impose?
NYCECC mechanical requirements include: minimum efficiency ratings for HVAC equipment (SEER for cooling, AFUE for heating); economizer requirements (free cooling using outdoor air when conditions permit); demand-controlled ventilation (CO2-based ventilation control in large occupancies); pipe and duct insulation minimums; heat recovery requirements for high-ventilation occupancies; building automation system requirements for large buildings; and commissioning requirements to verify that systems operate as designed.
What are the lighting power density (LPD) limits under NYCECC?
Lighting Power Density is the installed wattage per square foot for a space. NYCECC sets maximum LPD values by space type (office, retail, warehouse, etc.). The 2022 NYCECC LPD requirements are significantly more stringent than prior codes, reflecting the widespread adoption of LED technology. Designs must either comply with the LPD for the whole building (whole building method) or demonstrate compliance space-by-space. Automatic shutoff controls, daylight controls, and occupancy sensors are required in many occupancies.

An energy compliance report demonstrates that the proposed building or renovation meets NYCECC requirements. It typically includes: (1) COMcheck output reports for commercial work (envelope, mechanical, lighting sections); (2) For residential work, either prescriptive compliance documentation or a REScheck report; (3) Certificate of Compliance filled out by the design professional; (4) Supporting calculations for any alternative compliance pathways. The report is submitted with plan set and becomes part of the permit application.
What additional energy requirements apply specifically to NYC buildings?
NYC has adopted several additional energy requirements beyond the base NYCECC: Local Law 97 carbon emission limits (see the LL84/LL97 article); enhanced commissioning requirements for large buildings; building operations and maintenance requirements; real-time energy monitoring for buildings over a certain size; and requirements to show a "pathway to decarbonization" for new large buildings. Do energy code requirements apply to residential buildings?
